Toch blijft er in veel landen weerstand bestaan tegen grootschalig gebruik van cannabis als medicijn, voornamelijk vanwege wettelijke beperkingen en het stigma dat nog steeds aan de plant kleeft.

Nederland hanteert een bijzonder coffeeshopsysteem, waar het kopen en bezitten van kleine hoeveelheden wiet via coffeeshops wordt getolereerd. Dit beleid heeft geleid tot maatschappelijke acceptatie, al brengt het ook nadelen met zich mee. De bevoorrading van coffeeshops blijft echter illegaal, waardoor illegale netwerken floreren. Het huidige experiment met gereguleerde wietteelt moet hierin verandering brengen. Door legale telers aan te wijzen, wil de overheid meer controle krijgen over kwaliteit, veiligheid en de criminaliteit terugdringen.

Internationaal zijn landen als Canada, Uruguay en verschillende Amerikaanse staten al verder in het proces van legalisering. Daar wordt cannabis niet alleen verkocht via gecontroleerde kanalen, maar ook belasting geheven op de verkoop. Deze ontwikkelingen beïnvloeden ook het Nederlandse debat over verdere legalisering. Er ontstaat brede steun voor vernieuwing van het beleid, waarin preventie, educatie en volksgezondheid centraal staan.

Tegelijkertijd zijn er zorgen over het toenemende gebruik van cannabis onder jongeren en mogelijke negatieve gevolgen voor de geestelijke gezondheid. Hoewel cannabis bij volwassenen over het algemeen als relatief veilig wordt beschouwd, kan frequent gebruik op jonge leeftijd leiden tot concentratieproblemen, verslechterde schoolprestaties en in sommige gevallen psychische stoornissen. Daarom is voorlichting essentieel, en moet onderzoek naar risicogroepen en veilige consumptie worden gestimuleerd.

Cannabis is dus veel meer dan een recreatief genotmiddel. Het bezit geneeskrachtige werking, economische voordelen en invloed op de samenleving. Het debat over legalisering en regulering is complex, maar noodzakelijk, nu oude stereotypen verdwijnen ten gunste van objectieve informatie. Verantwoord beleid met evenwicht tussen vrijheid en gezondheid zal de toekomst van cbd oil bepalen.
